Yes, jaywalking is illegal, and yes, the specific laws and punishments are different in every state. But, the general idea is that you are jaywalking if you don't use a cross-walk when there is one within a block of where you crossed. The ussual punishment is a ticket, that is probably going to range from $50 to $100.
